Ross Miller's Biography

Ross Miller was sworn into office on January 1st 2007. He is the youngest Secretary of State in Nevada history and the youngest Secretary of State in the country.

Ross Miller’s proactive approach to the responsibilities of the office of Secretary of State brings new levels of transparency, accountability and service to Nevadans. Using information technology to increase efficiency, he has enhanced the operations of every division in the office of Secretary of State. In the 2008 elections, serving as the state’s chief elections officer, Secretary Miller was ultimately responsible for successfully maintaining the integrity of Nevada’s electoral process, managing a record voter turnout as well as aggressively and successfully enforcing laws against voter registration fraud. He has addressed the issues of securities fraud with the same aggressive approach, investigating and prosecuting numerous fraudulent securities cases, and obtaining restitution for many victims of those cases.

Secretary Miller is also using the resources of his office to enhance the state’s economic development efforts. He is streamlining the relationship between the State of Nevada and its business community with the creation of the Nevada Business Portal, an online, one-stop concept through which new and existing businesses can conduct all their business with a variety of state, and ultimately municipal and county, government entities. Additionally, Ross’ creation of the WhyNevada.com website brought together economic development agencies from throughout the state to create a comprehensive resource for new and relocating businesses that are considering Nevada locations.

Under Secretary Miller’s leadership, customer service is a high priority. In spite of budget and personnel cutbacks, the Secretary of State’s office continues to be responsive to customer needs in a timely manner. The legislatively mandated collection of Nevada’s Business License Fee by the Secretary of State’s office has been successfully assumed without the addition of new staff. The management of the state’s domestic partners program and the Living Will Lockbox (www.livingwilllockbox.com) demonstrate Secretary Miller’s commitment to serving Nevadans.

Ross Miller is a third-generation Nevadan who previously served as a Deputy District Attorney in Clark County, Nevada. As a prosecutor, he tried and convicted criminals for offenses including murder, sexual assault, armed robbery, kidnapping, child molestation, and drug trafficking.

In addition to his full time public service as Secretary of State, Ross is a board member of HELP of Southern Nevada; past president of Citizen Alert, fighting nuclear waste from coming to Nevada; and, a former board member of the Boys and Girls Club Legacy Society.

Ross holds a dual degree, in law (J.D.) and a Masters in Business Administration (M.B.A.), from Loyola Marymount University, in Los Angeles. He completed his undergraduate studies at Stanford University in California, earning a Bachelor of Arts major in English, with minors in Psychology and Political Science. While at Stanford, Ross served as a White House Intern, where he worked under then-Cabinet Liaison Thurgood Marshall, Jr. Ross also attended the Monterrey Technological Institute in Monterrey, Mexico, where he played on the Mexican Collegiate National Basketball Team.

Ross Miller is a Nevada native, who was born in Las Vegas and grew up in Carson City. He is the son of two, second-generation Nevadans, Governor Bob Miller and Sandy Miller. While in Carson City, Ross attended Carson High School and moved to Las Vegas to attend Bishop Gorman High School, where he was a McDonald's High School All-American Nominee in basketball.

Ross met his wife, Lesley, when both were law students at Loyola Law School. Lesley is an attorney with Mainor Eglet, Cottle, a Nevada law firm. The Millers have two daughters, Cameron Elise and Geneva Layne.

The Secretary of State oversees Nevada’s Elections, Commercial Recordings, Notaries Public and Securities. In addition, the office maintains Athlete’s Agents licenses, the Advanced Directives registry, Domestic Partner registrations, the Confidential Address Program registry, Video Service Provider Certificates of Authority, and Digital Certificate licenses. The Secretary of State also serves on the State Board of Prison Commissioners, the State Board of Examiners, the Tahoe Regional Planning Agency Governing Board, the State Records Committee, the Advisory Committee on Participatory Democracy and the Executive Branch Audit Committee. He is also responsible for keeping a true record of the Official Acts of the Legislative and Executive Departments of the Government, attesting all the official acts and proceedings of the Governor. His office also keeps the official bond of the Treasurer.
